Payment issue with CC

Well it literally says your 3D is incorrect mate.
3D is the security of your card which before the website bills you it asks for SMS/Password or whatever you got there

That's odd though, because I know I put it in right and I tried twice

Sadly, we can’t do much to resolve this. Your information is not matching the information the bank holds. That’s why it’s occurring. 
 

Call your bank and tell them.

It was a pre paid card he said, like one of those Visa you can buy at the grocery store.

 

I use prepaid CC too, does the payment portal not accept pre paid credit/debit cards?

If the card does not support 3D Secure, then no.
